Special Licence Company
Mauritius has established itself as a leading financial services hub, offering a wide range of ‘Special Licences’ for businesses looking to operate within the global business and non-banking financial sectors. The Financial Services Commission, under the Financial Services Act (2007), regulates these sectors, ensuring a transparent and stable environment for financial activities.
Mauritius provides a competitive tax regime, making it an attractive destination for international businesses. The Financial Services Commission oversees a variety of activities, offering licences for sectors such as Investment, Insurance, Pensions and Non-Banking Financial Institutions.
The Financial Services (Consolidated Licensing and Fees) Rules 2008 set out the licensing framework that provides for a codified list of financial services and financial business activities licensable by the FSC, which includes:
• Financial Services Providers, such as Asset Manager, Distributor of Financial Products, Global Headquarters Administrator and Family Office
• Securities or Capital Market Intermediaries, such as Investment Dealer and Investment Adviser
• Specialised Financial Services Institutions, such as Credit Finance and Payment Intermediary Services Virtual Asset Service Providers, such as Broker-Dealer, Issuer of Initial Token Offering, Custodian and Market Place
• Insurance Service Providers, such as Insurance Broker

• Investment Adviser (Unrestricted) Licence
This licence permits entities to provide investment advisory services and manage portfolios of securities. It is suitable for businesses that wish to offer advisory and management services for securities other than corporate finance.
• Insurance Brokerage Licence
This licence authorises businesses to act as intermediaries between clients and insurers, offering services such as arranging insurance and reinsurance contracts for policyholders.
• Investment Dealer Licence
This licence is designed for businesses involved in the buying, selling and dealing of securities or other financial instruments. It allows firms to operate as intermediaries in securities transactions, providing market-making, proprietary trading and other related services in a regulated environment.
Tax Features
A partial exemption of 80% is available on the income of Global Business Companies holding the following licences: - Collective Investment Scheme (‘CIS’), Closed End Fund, CIS Manager, CIS Administrator, Investment Adviser, Investment Dealer or Asset Manager - Reinsurance or reinsurance brokering. A full income tax exemption (tax holiday) of five to eight years is also available if a Global Business Company engages in certain activities such as Global Headquarters Administration, Overseas Family Office (Single), Overseas Family Office (multiple), Global Treasury, Global Legal Advisory and Captive Insurance activities.
